What are ChatGPT ads?

ChatGPT ads are clearly labeled sponsored units that appear below the end of a ChatGPT response when a relevant product or service is available. They are separate from the answer itself, and OpenAI states that advertising does not influence the answers ChatGPT gives.

According to OpenAI's help center, an ad shows the advertiser's name and favicon, a title, a short description (OpenAI calls it copy), an image and a link to the landing page. Users can hide an ad, report it, or dismiss it and tell OpenAI why.

Not every ChatGPT user sees ads. The Ads in ChatGPT help article lists the rules:

  • Ads show on the Free and Go plans. Plus, Pro, Business, Enterprise and Edu accounts have no ads.
  • Accounts that OpenAI identifies as belonging to someone under 18 do not see ads.
  • Ads do not appear in Temporary Chats or in the ChatGPT Atlas browser.
  • Ads are not eligible next to sensitive or regulated topics such as health, mental health or politics.

Timeline: from first test to self-serve

ChatGPT ads went from announcement to a self-serve product in about eight months. These are the key dates, taken from OpenAI's own posts and help pages unless noted otherwise.

  • January 16, 2026: OpenAI announces that it will test ads in the US on the Free and Go plans, together with principles on answer independence and conversation privacy.
  • February 9, 2026: the test starts in the US.
  • May 2026: a self-serve Ads Manager beta opens to US businesses, with cost-per-click bidding and conversion measurement, as reported by PPC Land.
  • August 31, 2026: OpenAI reports a $1 billion annualized revenue run rate for ChatGPT ads, ads in more than 40 countries, and opens self-serve Ads Manager in India, Europe, the Middle East and North Africa.
  • September 16, 2026: OpenAI announces a test of Sponsored Agents with select US advertisers, an Ads Manager plugin inside ChatGPT, AI creative suggestions and integrations with HubSpot and Shopify.

How ChatGPT ads work

ChatGPT ads are matched to the context and intent of the current conversation, not to keywords. OpenAI lists the signals it uses: the conversation, the ad's landing page, its title and copy, and optional context hints from the advertiser.

Context hints are short descriptions of topics your ad is relevant for. OpenAI is explicit that they are not exact-match keywords and do not guarantee delivery. For search advertisers this is the biggest change: you describe when your offer is relevant, and the system decides whether a conversation fits.

Personalization is a second layer. When a user has ad personalization on, ChatGPT can also use past chats and memories to choose ads. Users can switch it off under Settings, Ad Controls, and OpenAI says personalization is off by default in the European Economic Area and Switzerland. Advertisers never see conversations. They get aggregated results such as views and clicks.

Campaigns, bidding and measurement

Ads Manager uses the familiar structure of campaigns, ad groups and ads. You set a maximum bid at the ad group level: a maximum CPM for Reach campaigns or a maximum CPC for Clicks campaigns. There are conversion focused campaigns too, and OpenAI's August announcement mentions outcome optimized bidding, product feeds, platform and geographic targeting, and custom audiences.

For measurement OpenAI offers a pixel and a Conversions API, and you can add UTM parameters to landing page URLs. Reporting shows impressions, clicks, spend, click-through rate, average CPC, average CPM and conversions. Impressions and clicks refresh about every 15 minutes, while spend can lag 7 to 8 hours.

How much do ChatGPT ads cost?

There is no public rate card for ChatGPT ads. You set your own maximum bids and budgets, and OpenAI's help center recommends a starting maximum bid of $3 to $5 per click for Clicks campaigns.

Older figures you will find online describe the managed pilot. Trade press, including PPC Land, reported a CPM of about $60 at launch and large minimum commitments that were lowered in April 2026. OpenAI has not published those numbers itself, so treat them as reported history, not as today's pricing. What you actually pay in self-serve depends on your bids, your budget and how often your ads win relevant conversations.

If you already run Google Ads campaigns, the closest comparison is broad match with Smart Bidding: you give the system signals and a bid, and it chooses the auctions. The difference is that ChatGPT users usually read a full answer before they see your ad.

What is confirmed, reported and still unclear

Because ChatGPT ads change month by month, it helps to know which claims rest on OpenAI's own words and which do not.

Confirmed by OpenAI: which plans see ads, the placement below answers, the labeling, the under-18 rule, the privacy commitments, the bidding options, the pixel and Conversions API, the self-serve country list, and the Sponsored Agents test.

Reported, not confirmed by OpenAI: launch CPMs, minimum spend levels during the pilot, and revenue figures other than the run rate OpenAI published. Some blog posts describe extra formats such as sidebar placements. Those do not appear in OpenAI's help center as of this writing.

Still unclear: how Sponsored Agents will be priced, when they open beyond select US advertisers, and how the ads will perform over time for categories that are still restricted today.

Who can advertise and what is allowed

Self-serve Ads Manager is open when the legal entity that is billed for the ads is based in a country on OpenAI's availability list. As of September 2026 the list includes the United States, the United Kingdom, Canada, Australia, India, Japan, Brazil and most EU countries, Belgium included. Advertisers elsewhere can sign up and wait, or buy through OpenAI's sales team and partners.

OpenAI's ad policies, updated September 10, 2026, limit the early phase to categories such as household and consumer goods, local services, travel and entertainment, and digital products and education. Financial services, healthcare and legal services are restricted and reviewed case by case in the US. Gambling, alcohol and tobacco, dating, recreational drugs, political content and several other categories are not allowed at all. Ads also do not run next to sensitive conversations, such as personal, emotional or health related ones.

How to run a first ChatGPT ads test

A first test should answer one question: does traffic from ChatGPT convert at a cost you accept? Keep the setup small and the measurement strict.

  1. Check eligibility. Confirm that your billing entity's country is on the availability list and that your product category is allowed under the ad policies.
  2. Set up measurement first. Install the OpenAI pixel or send events through the Conversions API, and tag the landing page URL with UTM parameters so ChatGPT traffic shows up as its own source in GA4.
  3. Start with a Clicks campaign. Use a maximum CPC in the range OpenAI recommends and a daily budget you can afford to spend on learning.
  4. Write context hints like a brief. Describe the problems and questions your product answers, in the words your customers use.
  5. Pick a landing page that continues the conversation. A page that answers the next question a reader is likely to have is a safer bet than a generic home page.
  6. Judge on conversions, not clicks. Compare cost per conversion with your search and social campaigns over the same period and on the same conversion definition.

Common mistakes with ChatGPT ads

  • Treating context hints as keywords. Hints describe relevance, they do not force delivery. Write them as short descriptions of use cases, not as keyword lists.
  • Launching without conversion tracking. Without the pixel or the Conversions API you only see clicks, and click costs alone say little about a new channel.
  • Reusing search ad copy unchanged. A ChatGPT ad appears after a full answer. Give the reader a reason to click that the answer did not already give, such as a price, an offer or a concrete next step.
  • Trusting old pricing numbers. CPMs and minimum commitments reported during the pilot do not describe self-serve bidding today.
  • Ignoring policy limits. Restricted categories need approval and some categories are banned. Check the ad policies before you build creative.
