Facebook ads targeting is choosing who sees your ads by location, age, gender, language and interests, which are topics Meta links to people from the Pages, ads and apps they use. Advantage+ audience is Meta's AI audience setting, the default as of October 2026, and treats most options as suggestions and only a few as hard limits.

Facebook ads targeting in 2026 offers six groups of options: locations, age and gender, languages, detailed targeting, custom audiences and lookalike audiences. Under Advantage+ audience, Meta treats locations, minimum age, languages and custom audience exclusions as controls, and age, gender, detailed targeting and custom audience inclusions as suggestions.

An audience control is a hard limit Advantage+ audience never crosses. An audience suggestion is a hint it may go beyond: Meta's page on audience controls and audience suggestions says that if you suggest women, your ads "could also deliver to men" when the AI expects them to respond. Original audience options is the older setup, reached through "Switch to original audience options," where your selections act as limits unless you turn on an Advantage+ expansion.

Two groups get fewer options. Special ad category campaigns (housing, employment, financial products and services, social issues, elections or politics) have no access to Advantage+ audience and face extra audience restrictions. Audiences that include people under 18 lose gender, locations smaller than cities, detailed targeting, language, custom and lookalike audiences, per Meta's page about advertising to teens.

How does location targeting work on Facebook ads?

Location targeting is the Facebook ads option that reaches people who live in, have recently been in or often go to the countries, regions, cities, postal codes or radius you select. Locations are an audience control, so Meta does not deliver beyond them unless the option "Reach more people likely to respond to your ads" is switched on.

Meta's location targeting instructions list the limits per ad set as of October 2026: up to 25 countries, up to 250 cities and up to 50,000 zip or postal codes. A radius is available around cities and dropped pins, but not around postal codes, states, regions or countries. For a city, "Current city only" keeps delivery inside the city limits.

The setting that surprises local advertisers most is the reach option. When you pick a city or region, Meta may turn on "Reach more people likely to respond to your ads" by default. According to its page on reaching people interested in your selected cities and regions, it then adds people in the same country who searched for the place, have friends living there or live in nearby towns.

Meta states in About location targeting that complete accuracy cannot be guaranteed, so a few impressions or leads from outside the area are normal.

What did Meta remove from detailed targeting in 2025 and 2026?

Meta removed two things from detailed targeting in 2025 and 2026. Detailed targeting exclusions disappeared from ad sets in 2025, and on January 15, 2026, ad sets that still used interest options Meta had combined or retired stopped delivering. Custom audience exclusions and account-level employer exclusions remain available as of October 2026.

Officially confirmed. Meta announced the removal of detailed targeting exclusions on January 21, 2025. Meta's reason: "Median Cost per Conversion was 22.6% lower when not using Detailed Targeting Exclusions" (Meta, 2025). The Graph API v24.0 changelog, released October 8, 2025, then stated that "certain detailed targeting interest options will not be supported for new campaigns," and that older campaigns "will stop being delivered by January 15, 2026, unless removed or updated with suggested combined options."

Reported. MediaPost described the change in August 2025 as a consolidation of options Meta saw as underused, too granular or sensitive, quoting Meta that "some detailed targeting options have been combined."

The signals behind targeting also changed. Meta said it would use people's interactions with Meta AI to personalize ads from December 16, 2025, in most regions, excluding sensitive topics such as health and political views. As of October 2026, Meta has not announced further removals.

Is interest targeting still worth using?

Interest targeting is still worth using as a signal, rarely as a fence. Interests entered as suggestions guide delivery without limiting it and help most for a new pixel or niche offer. Broad targeting is an ad set that sets only locations, a minimum age and languages and leaves the rest to Meta's delivery system. Judge interests against it.

Examples of detailed targeting are the interest "Blues music," the behavior "Frequent travelers" or the demographic "In college." Meta's page about detailed targeting says these come from signals like the ads people click, the Pages they engage with and the apps they install.

Advantage+ detailed targeting is the setting that lets Meta reach people beyond your detailed targeting selections when it expects more or cheaper results. Meta's Advantage+ detailed targeting page says it only expands detailed targeting: location, age, gender and language selections still apply.

For Instagram ads interests, nothing is separate. An ad set built in Meta Ads Manager uses one audience for every placement you select, so the same interests apply to Facebook feed, Instagram feed, Stories and Reels.

Advantage+ audience or original audience options: which fits your campaign?

Advantage+ audience fits most prospecting campaigns, and original audience options fit cases where reaching a specific group matters more than cost per result. Meta recommends targeting broadly and reports lower costs for Advantage+ audience in its own studies, but those are Meta's numbers from its own tests, not an independent benchmark.

Meta's About Advantage+ audience page cites a meta-analysis of 469 A/B studies run from January 2023 to August 2024: 7.2% lower cost per result for sales and app promotion, 9.7% for traffic, engagement and leads, and 14.8% for awareness. The same page recommends testing Advantage+ audience for almost all campaign types "except retargeting campaigns."

The hard limit test is a decision rule for sorting each setting. Make a setting an audience control only when showing the ad outside it would be illegal, impossible to fulfill or against policy. Enter everything else as a suggestion, because a suggestion still informs delivery without shrinking it.

Hypothetical example. A gym in one city wants members. Its city radius passes the hard limit test and becomes a control with the reach option off. Age 25 to 45 and fitness interests fail it, since a 50 year old can still join, so they become suggestions. Current members become a custom audience exclusion.

  1. Set account controls first. In Advertising settings, under Audience controls, add country limits, a minimum age or exclusions; Meta says changes can take up to 48 hours.
  2. Keep Advantage+ audience on in the ad set. Meta applies it by default when available.
  3. Edit locations and check the reach option. Turn off "Reach more people likely to respond to your ads" when the location passes the hard limit test.
  4. Open "Show more controls." Add a minimum age, custom audience exclusions and languages only where they pass the test.
  5. Add audience suggestions. Enter custom audiences, age, gender and detailed targeting under "Suggest an audience."
  6. Lock only what passes the test. Use "Further limit the reach of your ads" and uncheck "Use as a suggestion," knowing the audience may then show Advantage+ off.

When do custom and lookalike audiences still beat broad targeting?

Broad targeting, meaning an ad set limited only by location, minimum age and language, suits most prospecting. Custom audiences still beat it for retargeting, customer exclusions and compliance lists. Lookalike audiences work best as suggestions built from your best customers, with a source of at least 100 people.

Custom audiences usually come from website visitors tracked by the Meta Pixel, a customer list or people who engaged with your Page or Instagram account. Any of them can serve as the source for a lookalike.

Meta's lookalike instructions set the numbers as of October 2026: a source of at least 100 people, a recommended 1,000 to 5,000, and up to 500 lookalikes per source. You no longer pick a country when you create a lookalike. Meta uses the ad set's location settings instead.

  • Exclusions stay hard. Custom audience exclusions are always controls, even under Advantage+ audience. Lookalikes cannot be excluded there.
  • Suppression lists can be exclusion only. A customer list custom audience marked for exclusions only cannot be switched back or used as a lookalike source.

Common mistakes with Facebook ads targeting

Most Facebook ads targeting mistakes in 2026 come from treating the new setup like the old one: expecting suggestions to act as limits, rebuilding removed exclusions, or leaving defaults on for local campaigns. Each one either wastes budget on people you cannot serve or narrows delivery for no business reason.

  • Leaving the location reach option on for a local service. Turn it off when customers must be in your service area.
  • Treating suggestions as fences. Lock it with "Further limit the reach of your ads" only when it passes the hard limit test.
  • Trying to rebuild interest exclusions. Detailed targeting exclusions are gone. Exclude a custom audience instead, or set brand protection exclusions in the account's audience controls.
  • Keeping old saved audiences untouched. Ad sets that still used retired interests stopped delivering in January 2026, and saved audiences carry those interests along. Review them, and expect Meta to apply a saved audience as suggestions when Advantage+ audience is on.
  • Blaming targeting for a weak landing page. When clicks do not convert, work on conversion rate optimization before narrowing the audience.
